Our People
NHS Derby and Derbyshire Integrated Care Board (DDICB) is the health statutory body for the Derby City and Derbyshire population. Serving a total population of 1,053,000 and managing a system turnover of £2.9 billion.
An ICB brings together NHS organisations and partners to improve population health and establish shared priorities within the local NHS. To do this, DDICB employs people from a wide range of professional backgrounds; both clinical and non-clinical.
The ICB is required to publish details of the organisation’s non-clinical colleagues who support the delivery of healthcare across Derbyshire *. These include:
- Commissioning teams, who seek to understand local health needs in collaboration with local authority, NHS provider and other partners, and utilise NHS funds to develop and implement the best services to meet those needs. These roles spread across a range of health areas, including mental health services, long term conditions management, ambulance services (acting on a regional basis), commissioning of GP services, community commissioning and commissioning of acute hospital Staff in these roles have a background in creating the right relationships to deliver transformational change, with skills in partner engagement and working with communities. The teams are a mixture of clinicians and managers;
- Contract managers, to ensure service tendering, contracting and performance is within the relevant laws and regulations. The team includes professional contract managers;
- Finance professionals, ensuring that the NHS budget for Derby and Derbyshire is put to maximum use to meet the health and care needs of local people. The team also ensure that the money spent by the NHS is correctly accounted for in a legal, transparent way, and ensuring that the ICB is also a good business partner when making payments to local suppliers. The team includes qualified accountants;
- Business Information and performance managers, who are skilled in interpreting data to understand performance and health service usage, to inform policy decisions;
- Corporate professionals, supporting staff to act within a wide range statutory duties, make legal and transparent decisions, manage risk, corporate governance and policy manage health and safety, ensure compliance with patient information regulations, manage complaints and public enquiries, plan for and manage the emergency response to incidents and ensure the planning, manage our buildings and deliver a robust IT infrastructure for the ICB and general practices
- HR professionals, to support the ICB’s workforce in a range of matters ranging from workforce planning and transformation, recruitment and retention, staff equality and diversity, learning and development and employment policy and practice;
- Communications and engagement professionals, ensuring that health messages are clear and targeted to the population, managing requests made by MPs and under the Freedom of Information Act, and ensure that patients and the public are involved in developing local services.
Professionals undertaking clinical based roles that sit outside of the running costs include nursing and quality teams, who work with NHS and other providers to monitor quality standards of NHS care, patient experiences and have responsibility for the review of some policies on clinical standards, including infection prevention and control. The team also includes safeguarding professionals and qualified nursing staff.
Also there is the medical teams who cover medicines management and pharmacy teams who work with clinicians in general practice, hospitals and other services across Derbyshire to ensure the best use of the NHS medicines budget. The medical team also lead on population health. There is also a clinical policy team who seek to enact national policy directives or devise local policy to support need. The team includes a mixture of clinical and non-clinical staff with experience of understanding population needs and national directives.

*N.B The figures in the chart relate to substantive (permanent) posts funded by the ICB Running Cost Allocation, a specific allocation covering the corporate administrative functions of the ICB. At any one time due to staff turnover a number of teams may have vacancies or posts may be filled by temporary staffing whilst recruitment is underway but the chart represents the full establishment assuming all posts are filled.
Non staff related costs funded by the Running Cost Allocation include outsourced functions, headquarter premises and building management, IT and Digital, and Audit fees. Those outsourced functions include elements of Business Intelligence, Procurement, IT, Internal Audit, Counter Fraud, and management of Continuing Healthcare. Staff providing these services are employed by the relevant partner organisation or Commissioning Support Unit (CSU) and are therefore excluded from this organogram. The previous Clinical Commissioning Groups underwent an extensive exercise to review CSU provision and as part of an efficiency plan, in- housed most of the services previously provided by CSUs.
