Clair Raybould
Executive Director of Strategy and Citizen Experience
Clair brings over 30 years of experience in the private and public sectors to the ICBs, most recently as Interim Chief Executive at NHS Lincolnshire Integrated Care Board and, before that, as its Executive Director for System Delivery. She also served as NHS Lincolnshire ICB’s Accountable Emergency Officer, ensuring robust emergency preparedness, resilience and response across the system, and as Senior Responsible Officer for Planned Care, Cancer, Urgent and Emergency Care, and Women’s Health Champion.
Clair’s leadership journey includes roles as Director of Operations at NHS Lincolnshire Clinical Commissioning Group, Chief Operating Officer at NHS South West Lincolnshire CCG, and positions in Primary Care Trusts and Strategic Health Authorities. Her operational and strategic expertise spans service redesign, emergency planning and clinically led transformation. She is known for practical, people-focused leadership and for building strong partnerships with clinicians, system partners and local communities. This supports her current portfolio priorities of population health strategic development and planning, alongside engaging and communicating with communities to understand experiences and what matters most to people living in and visiting the ICB’s geography.
In her current role Clair has executive lead responsibility for population health strategy development and strategic planning; deep population engagement and deliberative service design and insights; strategic workforce planning; market development; strategic partnerships and provider development; development of Neighbourhood Health Teams and Integrated Health Organisations; health devolution; stakeholder management (including Voluntary Community and Social Enterprise, political stakeholders, academia, innovation); service configuration; and internal and external communications.
