Clair Raybould

Executive Director of Strategy and Citizen Experience

Clair brings over 30 years of experience in the private and public sector to the cluster, most recently as the Interim CEO at NHS Lincolnshire Integrated Care Board and before that as its Executive Director for System Delivery. She also served as the ICB’s Accountable Emergency Officer, ensuring robust emergency preparedness, resilience and response across the system, as the Senior Responsible Officer (SRO) for Planned Care, Cancer and Urgent and Emergency Care and as Women’s Health Champion.

Clair’s leadership journey includes time as Director of Operations at NHS Lincolnshire Clinical Commissioning Group (CCG) and Chief Operating Officer at NHS Southwest Lincolnshire CCG, as well as roles in Primary Care Trusts and Strategic Health Authorities. Clair’s operational and strategic expertise spans service redesign, emergency planning and clinically led transformation.

She is known for her practical, people-focused leadership and her ability to foster strong partnerships with clinicians, system partners and local communities. This strongly supports her current portfolio priorities of population health strategic development and planning, alongside engaging and communicating with communities to understand experiences and what matter most to the people living in and visiting our cluster’s geography.
