FREEDOM OF INFORMATION – DECISION NOTICE
Dear Sir / Madam,
FOI Reference Number: 1710
Please could you provide me with the following information about Derby and Derbyshire ICB:
1. The number of employees who work for the ICB (headcount), excluding ancillary staff such as cleaners.
As of 29 November 2022, we have 511 employees; this excludes ancillary staff as the ICB does not employ cleaners.
2. The number of employees (as detailed in (1)) who were physically present at work in a designated ICB office on Thursday 17th November.
71 employees are recording as having attended an ICB site:
• 21 at Cardinal Square (Derby),
• 47 at Scarsdale Hospital (Chesterfield)
• 3 at Ilkeston Health Centre.
Data is taken from the desk booking app. Please note that it is possible that other employees were physically present at work in a designated ICB office and who didn’t book a desk via this app; for example, the Executive Team have their own offices and are not required to book a desk.
3. The number of employees (as detailed in (1)) who worked from home on Thursday 17th November.
We are not able to provide details of the actual number of employees working from home on Thursday 17 November 2022. We have a significant number of employees who either work part-time or compressed hours as part of a flexible working pattern and the Electronic Staff Record (ESR) system does not hold details of the working pattern, i.e. actual days worked each week. We are able to identify employees that were on annual leave, sickness absence, maternity leave or other leave on that day; please see our response to question 5 below.
4. If relevant, the number of ICB employees who were working elsewhere (for example, visiting a hospital, local authority or community health centre for work reasons) on Thursday 17th November.
We do not hold this information.
5. The number of employees (as detailed in (1)) not working on Thursday 17th November, because they were (for example) off sick, on annual leave, etc.
As per our response to question 3, we do not hold non working day data in the ESR system. On 17 November 2022:
• 38 staff were on annual leave
• 30 staff were off sick
• 4 staff were on maternity leave
• 2 members of staff were on special leave.
6. Please could you also provide me with a copy of the ICB’s current policy, when it comes to where employees are normally expected to work.
We are developing a Hybrid Working Policy for the ICB but do not currently have a policy document that specifies where employees are normally expected to work. The plans for the next phase of hybrid working have been communicated by the Executive team via a ‘Team Talk’ presentation held on Tuesday 28 September 2022. In this presentation, the Executive team outlined the expectation for full-time employees to work on site for circa two days per week (pro-rata for part-time employees). On site includes working at partner sites, physically attending meetings etc. An extract of the presentation is copied below:
